Syndicates, brokers, dealers, and independents — the economy that runs between the factions and the corporations

The Veridion system has three factions, three megacorporations, and the Fabric. Below all of these — and between them, and occasionally inside them — is the part of the economy that does not appear in any contract register.

The syndicates, independent operators, dealers, and transit brokers who make up the system's underworld have no political interest. They have no position on the Flicker, the Azimuth, or the Guild-Vanguard war except as these things affect the price of goods and the safety of routes. What they have is credits. Physical credits — stamped metal, value encoded in composition, untraceable, unfreezable. And the infrastructure to earn more.

They are not the Fabric. The Fabric is ideological — it recruits, it believes in something. The syndicates believe in margin. Some use the Fabric's dead-drop network because it is useful, the same way they use Allianz salvage vessels and Apex maintenance corridors. This does not make them Fabric. It makes them practical.

They are present everywhere: Meridian Hub's Transit Warrens, Caelindra Prime's Underlay, Deeptown on Korrath IV, the outer transit waystations, the Scatter's anchorages. They are the background of every scene that takes place where official authority does not look carefully.

The Major Syndicates¶

The Continuance¶

Territory: Meridian Hub, inner-world fringe megacity, secondary transit nodes Specialisation: Contraband transit, identity services — forged transit documents, secondary vessel registration, clean passage manifests

The most professional syndicate in the system. They do not cause trouble they cannot contain. A Continuance transit manifest has never been successfully challenged at a Vanguard checkpoint. Their pricing reflects this: they are the most expensive option and the most reliable one.

They do not do violence. Debt resolution runs through financial mechanisms. When those fail, the Continuance removes a client's access to its services — which, in the outer ring transit network, is a form of violence that leaves no marks.

The Guild's External Affairs apparatus has used Continuance identity services for operatives who cannot appear to be Guild. Vanguard's deniable assets division has used their manifests twice. Neither acknowledges this. The Continuance notes it in its ledger anyway.

The Kael Belt Compact¶

Territory: The Scatter, outer debris field, Korrath IV perimeter transit lanes Specialisation: Salvage arbitrage, unregistered freight, redistribution of Vanguard decommission assets and Praxis laboratory equipment that has gone missing in transit

A loose confederation of independent operators sharing intelligence and enforcing a mutual non-predation agreement. They do not steal from Allianz crews — this is a hard rule with serious enforcement behind it. Everyone else is subject to the variable ethics of individual operators.

The Rust Alliance tolerates the Compact as a necessary part of outer-ring economics. Vanguard treats it as a low-priority enforcement matter. Praxis now includes a Compact surcharge in its transit insurance pricing, which the Compact considers a form of tribute.

The House of Weights¶

Territory: Caelindra Prime Underlay, inner-world fringe megacity lower districts Specialisation: Credit lending, debt enforcement, unlicensed implant services — both installation and removal

The lender of last resort for anyone the Guild's financial infrastructure will not serve, which is most of the unmodified population and all of the undocumented one. Their interest rates are high. Their enforcement is physical. Their implant services are used by everyone from Guild members who want a stack modification Praxis won't sanction to outer-ring workers who need their Apex-issued tracker disabled.

The Guild's administrative apparatus knows the House of Weights exists and tolerates it because the Underlay's informal credit economy absorbs population pressure the formal economy cannot. Syndra Vael has a detailed file on the House of Weights. She has not opened it in three years.

The Corridor Trade¶

Territory: Outer transit lanes between Korrath IV and Meridian Hub Specialisation: Unregistered passenger transport, information brokering, supply runs to waystation communities that are not on any official manifest

Not a structure — a shared understanding among independent operators that certain routes are shared property and that Vanguard patrol schedules are worth trading. The thing Janus uses to move through the outer ring. The thing Seren uses to work passage. The infrastructure the story's characters inhabit without naming.

Named Individuals¶

Brennen¶

Affiliation: Corridor Trade — independent operator Location: Waystation Ouray-7 and the transit lanes east of the inner-world fringe

Brennen does not own a ship. He knows everyone who does. He operates from a rented desk at Ouray-7's informal commercial level and arranges passage for people who cannot or will not use registered transit. He asks minimal questions. He has been doing this for twenty-two years and has survived by being useful to more parties than he creates problems for.

He is the first person Seren Vael contacts after crossing the threshold. He arranges the manifest work without comment and notices that Seren's trade creole is book-learned but does not say so. When someone later asks if he has seen a young inner-world man passing through, he will weigh the question carefully before answering.

Nox¶

Affiliation: Kael Belt Compact — mid-level operator Location: The Scatter, outer transit anchorages

Nox runs a small operation out of a modified salvage tender that is technically a Rust Alliance collector and practically a mobile logistics platform. He has a specific skill: he knows when a piece of salvage is actually a piece of salvage and when it is something somebody is looking for, and he prices the difference correctly.

He has done business with Gelon twice and finds it unnerving in the way most people find Gelon unnerving. He has also, once, moved something for an unknown client later identified as Whisper-adjacent. He was paid in a credit form he had not seen before. He filed the memory under do not pull this thread.

Cassia Ore¶

Affiliation: Continuance — senior node operator Location: Meridian Hub, Transit Warrens — officially a Document Verification and Transit Compliance Consultant

The sign on her door is accurate. The full scope of what she does is not on the sign. She can produce a transit manifest that will pass a Vanguard checkpoint, a Guild identity document that holds up in a Praxis medical database, secondary vessel registration for a ship Vanguard has flagged, or a complete new identity for someone who needs to stop being who they are.

She also, quietly, has four complete identity packages prepared for her own use. She has maintained them for twelve years and checks them every six months to confirm they are still current.

She knows Pell — the Alliance information broker in the Warrens. Their relationship is the specific professional respect of two people who operate in adjacent spaces without stepping on each other, which in the Transit Warrens is more durable than most friendships.

The Weight¶

The Weight is a function, not a name. The person currently holding it has been in it for six years and is known by role rather than personal identifier. They are the person the House of Weights sends when a ledger entry has not been resolved through financial mechanisms.

They are not cruel. Cruelty is inefficient and the House of Weights measures efficiency carefully. They are precise: they arrive, establish the nature of the problem, explain the resolution path, and apply exactly as much pressure as the calculation requires. Most debtors never see them twice.

They also take outside commissions at very high rates with absolute discretion.

Dek¶

Affiliation: Kael Belt Compact — independent enforcer Location: Variable, outer transit lanes and waystations

Six foot four, unmodified, possessing the specific stillness of someone who has been in enough situations to know that most of them resolve before you have to do anything. He takes contracts for cargo security, debt collection, and things that require someone good at standing in a room and being the largest problem in it.

He has twice been hired to find someone who did not want to be found. He found both of them. He has not taken a contract of that kind since.

Notes for Writers¶

The syndicates are not the story's action layer. They are the texture layer — the reason spaces feel inhabited, the reason the outer ring's economy functions, the background against which the story's actual conflicts take place.

When they become directly relevant it is because a character needs something only they can provide: passage, identity, an implant service the official system won't perform, information that hasn't been through any official filter.

Seren's eventual search for implant removal will pass through the House of Weights' network. Cassia Ore is a resource for anyone who needs to stop being findable. Nox is the Scatter's most reliable irregular freight operator and knows it.
